Traffic Engineering Service for Proposed Upper Piedmont Landfill Expansion Project, Person County, NC
Republic Services of North Carolina, LLC proposed to expand an existing landfill located on US 158 in Person County between Jack Sherman and Mann Oakley Roads. Based on the information given by the client, the expanded site will have an additional 4 employees (currently there are 8), and approximately 64 additional tractor trailer loads (128 trips) per day with expanded operations. The current trip generation was approximately 30 tractor trailer loads (60 trips) per day. DTC was contracted to provide traffic engineering services for the landfill facility located off US 158 in Person County. The scope of services for this project was to determine the impact of the proposed landfill site to the four critical intersections surrounding the site, for the AM and PM peaks, for existing conditions, and for Future Conditions with landfill expansion approval. Turning movement counts were taken at the existing intersection locations. DTC also conducted research into the accident history along US 158, and collected traffic volume and vehicle classification data for US 158. This data was used to determine the existing and projected capacity of the roadway. Finally, DTC worked with the school systems of both Person and Granville Counties to determine the impact of this site on existing school bus stops in the vicinity of the site. Based on the results of this study, DTC recommended the installation of a 150-foot westbound left turn lane on US 158 to enhance safety at this intersection.
