MCB Camp Lejeune, Stone Bay Facility Entrance Road Project

Stone Bay is a satellite facility of Marine Corps Base Camp Lejeune located near Sneads Ferry, North Carolina.  Based on the south side of Camp Lejeune, it is separated from mainside by the New River and is home to the headquarters of United States Marine Corps Forces Special Operations Command (MARSOC).  Established in 2006, MARSOC is the Marine Corps' component of the US Special Operations Command (SECOM). Its core capabilities are direct action, special reconnaissance and foreign internal defense. MARSOC has also been directed to conduct counter-terrorism, infomation operations, and unconventional warfare. The Lejeune's Weapons Training Battalion is also located at Stone Bay and functions as the primary facility for weapons qualifications, having several shooting ranges including three rifle ranges, two pistol ranges, and one long sniper range.

MARSOC is undergoing significant growth and expansion with increases of 500 existing Marines to 2700 future Marines.  In accordance with the Stone Bay Master Plan, the existing entrance along NC 210 at Rifle Range Road will be shifted north and a new Main Gate and access road will be provided for the Stone Bay complex.  Davenport Transportation Consulting (DTC) was retained to provide transportation engineering services including planning, analysis, and design.  Internal intersection analysis included comparison of traffic signal versus roundabout intersection control alternatives.  DTC participated in the project's design charrette process facilitating the development of design solutions while integrating the aptitudes and interests of a diverse group of stakeholders.  After the plan and vision was established for the project, DTC continued project support providing services for transportation design including traffic control design and signal design along NC 210 (Dixon-Sneads Ferry Road) and internally within the Stone Bay facility.

Davenport Transportation Consulting was contracted to perform the following scope of services for this project:

  • Transportation Impact Analysis
  • Design Charrette Presentations
  • Construction Phasing and Traffic Control Design
  • Signal Design
  • Pedestrian Signal Design
