Horse Park of the South, Rockingham County, NC

Davenport Transportation Consulting (DTC) was retained to perform a Transportation Impact Analysis for the proposed Horse Park of the South in Rockingham County, NC, a multi-use equestrian center being developed by Rockingham County. The site is planned to be constructed in three (3) phases and will include, when fully built out, a large indoor arena building, a covered schooling/show ring, two (2) outdoor practice rings, horse barns, a maintenance building, and vendor space facilities, as well as an equine center, outparcels, and a commercial/retail center.  This project has the potential to be a major economic engine for this region of the State. DTC's scope of work included assisting in developing the transportation needs as it relates to the master plan. This task will include working with team to locate of the site accesses, internal roadway network, internal circulation etc. This task will include scoping meetings with client, project team, and reviewing agencies.  Due to lack of adequate trip generation data for the Horse Park of the South, NCDOT required DTC to complete a customized trip generation study utilizing the standard ITE methodology. This involved a collection of traffic data from existing developments with land use representative of Horse Park of the South. DTC identified two locations: Kentucky Horse Park in Lexington, KY and the Virginia Horse Center in Lexington, VA where data was collected. The data collection included the actual number of vehicles entering and exiting the site in 15 minute increments over a 72-hour period. Based on the data collected, DTC used engineering calculations to determine the appropriate trip generation for this project. DTC provided analysis 9 intersections for the existing conditions and future phased conditions. AM and PM peaks were analyzed. DTC recommended site accesses, off-site roadway improvements to ensure compliance to NCDOT intersections Standards. Additional services provided included signal timing plans, conceptual design and cost estimates for recommended improvements, and preparation of construction documents.
