Guilford Technical Community College, Jamestown, NC - On-Campus Parking Deck Studies
In October, 2008 Davenport Transportation Consulting performed a traffic analysis and provided consulting services for a proposed parking deck to be built at the Jamestown campus of Guilford Technical Community College (GTCC). Specifically, the analysis was conducted to determine the appropriate layout of the entrances and access points to serve the proposed deck, and to determine how the proposed deck would function in terms of traffic flow. Field surveys were conducted on campus, and in the by DTC employees to determine the existing conditions of the transportation facilities within the study area. Turning movement counts were taken when class was in session. Study recommendations included: Pedestrian access improvements to the deck; further roadway improvements necessary to produce an acceptable level of service for stop-controlled access; and a signalized single access alternative, plus a second a roundabout alternative.
In September, 2009, DTC was hired to perform transportation engineering services for Lot K parking deck for the Jamestown Campus of Guilford Technical Community College (GTCC) in Jamestown, NC. The scope of services included the evaluation of the transportation impact as a result of the proposed Lot K Packing Deck, and included regular project team meetings attendance and negotiations with NCDOT. DTC collected turning movement counts at the following intersections: Bonner Drive at Rochelle Road; Rochelle Road at Montgomery Circle; and High Point Road at Rochelle Road. DTC also collected the average daily traffic (ADT) counts at two (2) locations on Rochelle Road and one (1) location on High Point Road close to the proposed exit road.
Utilizing the projected base traffic counts and projected traffic volumes as a result of the proposed Lot K Parking Deck, DTC provided intersection level of service and queuing analysis for the following intersections:
- Rochelle Road at Montgomery Circle
- High Point Road at Rochelle Road
- High Point Road at Proposed road (Scenario 1: assumed as one-way exiting only street)
- High Point Road at Proposed road (Scenario 2: assumed as two-way street)
DTC provided level of service analysis for the above mentioned intersections for the following scenarios:
- Existing Conditions
- Future Build-Out Conditions
- Future Build-Out Conditions with mitigation
Based on the results of the analysis, DTC provided recommendations regarding Lot K parking deck and assisted with the driveway permit processing with NCDOT.
