FS-1503A US 74 Eastwood Road / US 17 Interchange Study
Project Description

DAVENPORT was requested to prepare a feasibility study for upgrading the existing intersection of US 74 (Martin Luther King Parkway/Eastwood Road) and US 17 Business (Market Street) to an interchange. The project considered alternatives to existing full movement signalized intersection in an effort to reduce congestion, improve safety and intersection operations while limiting the effect of the project on the surrounding development and environmentally sensitive areas. DAVENPORT’s scope of work included data collection, environmental screening, stakeholder meetings, traffic analysis, accident analysis, development of design alternatives, preparation of roadway design layouts, cost estimates, and a feasibility study report. DAVENPORT performed on-site investigations to identify environmental features located within the project review area. In addition, DAVENPORT utilized Geographic Information Systems (GIS) data to perform a cursory environmental screening of the project area to identify any environmental issues that may have been present. DAVENPORT considered a wide range of different transportation alternatives, with varying footprints and traffic configurations. Eleven improvement alternatives were evaluated and designed in the study including various at grade and grade separated quadrant roads, single point urban interchange, diverging diamond interchange, and continuous flow intersection. DAVENPORT conducted extensive research and data collection, and presented the findings in the form of a GIS-based environmental screening site map and written text for inclusion in DAVENPORT’s Feasibility Study document.
