CONSTRUCTION ENGINEERING AND INSPECTION (CEI) PROJECT EXAMPLES

Howard Fleming, Jr. performed the Assistant Resident Engineering functions for the following projects:

  • City of Salisbury, NC Sidewalk Projects - CEI Services for three separate projects involving approximately 3.3 miles of Concrete Sidewalks, 2300 Lineal Feet of Curb & Gutter, and Other Specified Amenities:
Construction scope included sidewalk; wheelchair ramps; driveways; segmental retaining wall with hand-railing; RCP with rip-rap energy dissipater; guard-railing; adjustment of existing water and sewer services; curb and gutter; sidewalk flumes; ancillary grading and minor replacement landscaping; and custom planter curbing.
    •  Sports Complex Sidewalks C-4908B (2010 & 2011)
    •  Salisbury High School Sidewalks C-4908C (2010)
    •  Statesville Boulevard Sidewalk between Innes Street and Jake Alexander Boulevard C-4909 (2010)
  • Town of Lewisville Sidewalk CEI Services for approximately 1,765 linear feet of concrete sidewalk including related earthwork, driveways and 1350 square feet of segmental retaining wall.  As the project was beginning construction in the summer of 2010, NCDOT halted work pending design revisions.  NCDOT subsequently issued construction documents for an expanded scope, including widening, a storm drain system and curb & gutter.  A supplemental agreement was negotiated with the Contractor, who restarted construction in the summer of 2011, with NCDOT self-performing the CEI on the expanded-scope portions.  DTC took over the CEI duties at that point, under our former contract with the Town of Lewisville, inspecting the concrete sidewalk construction, joint sealing, finished grading, seeding & straw mulching, manhole and meter box finished grade adjustments.  The construction was finally completed in September of 2011.

BID AND CONSTRUCTION SERVICES PROJECT EXAMPLES

Howard Fleming, Jr. performed the construction administration, change management, field problem resolution consultation and project close-out support functions for the following projects:

  • Arrowhead Mixed-Use Development/Tanger Factory Outlet Center, Mebane, NC. Roadway construction (widening), including 6 traffic signals (3 new/3mods.). Improvements involved widening and remarking 0.25 mile of Mebane Oaks Rd.; 0.60 mile of Arrowhead Blvd and 0.60 mile of I-40/85 on/off ramps at Mebane Oaks Rd.
  • Woodland Baptist Church, Winston-Salem, NC. Roundabout construction on Bethania-Rural Hall Road providing Phase 1 driveway access. Scope included grading; storm & ditch drainage; erosion & sedimentation control; AC & PCC paving; patterned and color-treated AC paving; curb & gutter; pavement marking and signing.
  • Wesley Long Community Hospital, Greensboro, NC - MCHS Regional Cancer Center; new hospital main entrance; North Elam Medical Plaza Office Building & Hospital Connector; new campus (signalized) access; and parking lot controlled access projects.
  • Women's Hospital of Greensboro, Greensboro, NC - Western Addition; New Main Entrance renovation of the Education Entrance; additional surface parking to the north connecting to Enterprise Road; improved landscaping; and incorporation of parking access controls.
  • Moses Cone Memorial Hospital, Greensboro, NC - 1800-stall Staff Parking Deck (Ph. 1); Urgent Care Center; Cardiovascular Center with Parking Garage (under), involving relocation/lowering of many site utilities and a box culvert that would eventually reside beneath the new building, and much rock blasting/removal; parking lot additions/renovations; widening improvements to Tankersley Drive and controlled access projects.
  • Annie Penn Hospital, Reidsville, NC - New Parking Lot and Canopied Entrance for the Renovated Emergency Department; Mobile Lithotripsy Pad & Access; and the new Annie Penn MOB.
  • Moses Cone Health System, Kernersville Medical Office Building, Hwy 66, between Crews Farm Rd. and Moses Cone Drive, Kernersville, NC - New two-level facility on 9-acres, with a wet-detention pond. Project involved extensive widening of Highway 66, the improvement of a public stub street (Moses Cone Drive) into the site, water main extension, extensive storm drainage improvements, a sewer service extension, significant areas of Portland cement concrete for mobile-medical trucks. Erosion and sedimentation control phasing was particularly complex, due to the site topography; NCDENR had approval jurisdiction.
